I've played the Two Towers for the PS2, and unlocked the character Isildur. But I seem to remember a review saying that there were two unlockable characters. Is this true? If so, how do you unlock them? Do you have to complete every level with the rating 'Perfect'?

I've only heard about Isildur. You might take a look over at GameFaqs (http://www.gamefaqs.com) for more help.

I had a look at GameFaqs and found this thread on the message boards: http://s3.cgi.gamefaqs.com/boards/genmessage.asp?board=32976&topic=5173608
It's probably not true what they say at the end.
I also found this thread, which is just a joke:

It's a shame that the game wasn't available on the PC. I'm sure that someone could have made characters for download.
I can't find the review that I was thinking of. I remember the sentence though. This isn't exact:
'Besides Aragorn, Legolas and Gimli, the Two Towers will feature two secret, unlockable characters. Don't bet against one of them wearing a pointy hat.'
I'm attempting to get a perfect score on every level.

There is one way of finding out...
Does anyone own the strategy guide for the game? If so, could you look it up?

If anyone's still looking on this thread... I've managed (somehow) to get a perfect score for Aragorn on every level except for Orthanc, which is damn hard to get a perfect score on, I can tell you. As of yet, nothing has happened.

I've got a perfect score on all levels now for Aragorn, and nothing happened. I thought perhaps something would happen in hard mode, so I'm trying that now.

Yeah, it would sweet to play as Bormomir or even a tag team of pippin and Merry! How about Elendil with Narsil!

I read somewhere, A long time ago, that you could unlock Sauron and Saurman! but I don't think it's true

Ah yes, villains. That would be fun. I can just imagine making the last alliance scatter like ants as Sauron, or throwing Gandalf against walls in the 'wizard's duel' as Saruman.
It would be great to be an ent, storming Isengard, or Gollum, stalking the ring bearer and trying to remain hidden.
But the character I thought would be unlockable was Gandalf. That was prettty much my only disappointment. There are many memorable moments from the book and movie involving him which could have been perfect for a game like this, such as battling the balrog.

Or saving Theoden, or leading the Riders of Rohan into Helm's Deep on Shadowfax!

Wow I'd love to be Sauron in his armor and all. You'd just step on people!

I just thought of the most powerful charater........J.R.R Tolkien himself!! couldn't you picture it? Seeing an old man with a pipe and a plaid coat taking out Cave Trolls and Orcs!! That would rock!! He could even use a pen as a sword!!

Tolkien would be an awesome character. Hell, even Jackson.

Hard mode is extremely difficult. About halfway through the adventure, all the enemies seemed to keep impaling me. Any tips?

Maybe that's why they call it "Hard Mode", by "Adventure" do you mean the level or the game. If it's the level then I suggest this:
Whenever your charater gets low on health, lead one or two orcs(Uruk-Hai, Warg etc.) into a desolate place in the level (EX: in moria, against a wall) but make sure you have another possible escape route in case you get shut in. Kill the bad guy and get your health until it's full. Now, don't wait to line up your combo's(Gimli most of all OMG!) Just use an attack your use too, and parry, keep trying this until you finish the level. If there's a boss at the end(Except Lurtz, he's easy) stay out of it's way, keep useing your long-range attacks, and dodge your enemy. The Watcher in the Water is the only boss you can't do this with,
Hope this helps

Look at this interview:

Maybe the game designers were going to create two unlockable characters but didn't have time.
