Who, or what, Is Beorn? Tolkien says he's a "Skin-Changer". but no others like him appear in Lotr. Is he a "One Timer" like Tom Bombadil?

He is of an Ancient race apparantly and he is not really anything like Good old Tommy Bommmy Dillly.

Also in the book after the dragon is slain it is mentioned that he eventually starts a great town of men who protected the lands that went to the Misty Mountains for years arfter or something like that.

I dont know if that really answers your question though.
my memory is a bit rusty course i started with The Hobbit and just finished The Return Of The King so ya:(

I also find Beorn to be an odd creature. He is probably only going to appear once and was needed to serve some purpose. If you read between the lines, I bet that you can discover that Beorn is a symbol for something bigger since the whole book is one big symbol.

I read somewhere that Beorn could have been a result down the line of Beren & Luthien, or of Berens house and his ancestors. It could explain where the ability came from.

The house of Beren & Luthien was called the "House of Thingol" and when they were reborn by the valar they lived in Beleriand and each in there line was passed their most valued heirloom one of the Simarilms.

But none the less i dont know if Beorn was from that line, it is never mentioned how he come to be but i dont think it was of the same noble line as Beren. Anyway all i know is that he eventualy started a clan called the Beornings which was of Northern Men and they protected the trade pass from Eriador to Wilderland over the Misty Mountains and the The Ford of Carrock.

Gloin talks about the Beornings when he is sitting next to Frodo at the feast before the council of elrond:

"Frodo learned that Grimbeorn the Old, son of Beorn, was now the lord of many sturdy men"

Well the Beornings are mentioned a couple of times, by Gloin in Rivendell, by Gimli in Lorien (talking about lembas and best bakers), and two or three times when talking about the lands and people...nothing really important.

I always thought those parts were just to make connection with the Hobbit... as I read LotR many times before TH and never noticed the existance of the Bornings...

"...but he was a distant blood relation of the Edain of the First Age, and the 'Quenta Silmarillion' relates how some of that race were skin-changers..."

Where did that come from? Is that what you base your theory that beorn is related from Beren?
