Definition of Poncy ?

Could someone define "Poncy Old Git" for me, it is an amusing phrase and I would like to use it. I think I know a few Poncy Old Gits but I would like to know exactly what I am saying if I refer to them as one.
I believe I saw it in the Very Secret Diaries, one of the hobbits was refering to Gandalf I think.

A ponce is a man who lives off prostitutes earnings and/or an effeminate man ... sometimes it is used as a verb to scrounge (ie to ponce a cigarette). So a kind of seedy, effeminate, slightly pervy old git

I try to refrain from using the phrase to be honest...it can offend a few people but if said in fun it's ok....or if said in a very secret diary.... lol
