Olando is a handsome man and great actor, all of his movies are good, but as Legolas oh yeah! After I saw Fellowship and found out he didnt really have blond hair, I really couldnt tell then it was a wig, I can now, I was shocked. Then I saw PotC as was like :p So.... I don't think he's a stiff actor. I think he's quite a wonderful actor, but some of his parts have been stiff (Will Turner, Paris was just bad writing). Although in truth Will did have his flamoiant moments too. I think more recent movies Orlando has made, or is making will show his range a bit more.

Actually POTC wasn't all that historical; it just happened to be a timepiece. Port Royale was more of a Tortuga than a British settlement in real life :) But they're all very different and gave him quite a bit of variety. His performance in "Ned Kelly" was fabulous - it's a shame it was never given the promo it deserved.
