Does anyone know how, or where, I can learn to make a banner for my web page?

Easy Peasy.....
The best way is to use PhotoShop....
Do you have PhotoShop?

Well...this should work with just about any good software, but if you don't have it, go get PhotoShop.
Open a new image based on the size you want the banner, like 468x68 look here (http://www.warofthering.net/about/banners.shtml) for examples. It asks when you create the new image if you want to use transparency, background, or foreground fill. I usually use the site background colour.
Next, open the image you want to use, and drag it over and drop onto background. I will then usually fade the image to my liking by reducing the blending capacity.
Last will be to add what ever text you want to the banner.
You end up with 3 layers. Once done then just save as a jpg image and poof you have a banner.
Hope that was clearer than mud! lol
