When I said that I had bought Ruth S. Noel's book, 'The languages of Middle-Earth' Wilwarin warned me that it was outdated. Something which made me wonder who decides new rules and comes up with the new words? 'Cause obviously there comes new ones then and again.

That's a good question, Periannath. What happends is more suff gets published all the time as more of Tolkien's notes become available to the public. We only know what we know from these notes. But it's not complete. We must guess with a lot of it because of this. But when new information is made public some of our guesses are proven wrong. So we must rewrite our Elvish thinking in some areas so to speak. The Ruth S. Noel book was published in 1980, and since then scores of new info has been made public. (And just between you an me, I'm not sure Ruth S. Noel know all that much about Elvish anyway! ;) ) Has this answered your question at all?
