I'm not sure about any sites, but you might want to check out the appendixes at the back of The Return of the King. That's how I first learnt how to write tengwar.

found 2 good sites, one that has fonts and lessons in writign and the different modes of the languages
http://www.sci.fi/~alboin/tengwartutorial.htm#examples
and one thats just a translator
http://www.tengwar.art.pl/ott/english.php
it took me a while to find all the correct fonts, modes and languages to use, the hardest part was that i was trying to use the writign from the ring and for some reason i couldnt get it to match until i realized the ring is written in black speech, not englsih, so once i remembered that it got a little easier, its just really hard cuz theres so many different ways to write stuff, especially since you can write one word with one symbol or spell it out, or evenby drawing one tiny little extra line it can completely change meanings. originially i tried to spell it all out using fonts as a comparison, but i was completely wrong. anyways, i figue itout nw and im happy, enjoy thr links

I've learned how to write in Tengwar, and you must remember that it's a phonetic font (you write it how it sounds) so it's very difficult to learn! But keep practicing, and you'll get there! Good luck!
