Please translate what his means: Naur dan I Úlairi! Naur dan I Úlairi! Naur dan I Úlairi!”
I know Ulairi is Ringwraith but what else does it say.

Well, I'm not an expert in Sindarin but...

Naur = Fire
Dan = Against
I = The

So... "Fire against the Ringwraith" would be the meaning.

Yes, but "Ulairi" is not correct, at least not for Sindarin (it may be Quenya, I don't know) the Sindarin word for "Ringwraith" is "Ulaer". It is plural as well as singular.

Yes Wilwarin, you are correct! Úlairi is Quenya for "Nazgűl". Where did you find this phrase, Aaliyah? It seems that the person has made the huge mistake of mixing their Quenya and Sindarin - which, I should say, is a definite no-no. It's like mixing English and German - it just doesn't work!
Anyways, at least you know the meaning now. :)
