Yes Wilwarin, you are correct! Úlairi is Quenya for "Nazgûl". Where did you find this phrase, Aaliyah? It seems that the person has made the huge mistake of mixing their Quenya and Sindarin - which, I should say, is a definite no-no. It's like mixing English and German - it just doesn't work!
