Because Quenya and Sindarin are two completely different languages: the two main Elvish languages that Tolkien invented.

Quenya is the older Elvish language that was spoken by high elves and the nobility. Sindarin was the trade language of Middle Earth, let us say the "English" of the Elven race. Everyone who needed to communicate learned Sindarin because it was the universal tongue.
They are both Elvish(the two main Elven Languages) , but they have different word and language structures. and are completly different languages in themselves.
I must hastily add that that is practically the extent of my knowledge about the Elven Languages hehe

.... and they had to learn Sindarin because Thingol found out about the Kinslaying and banished Quenya. Sindarin is an evolved version of Quenya.
.... and in later times, the Kings of Númenor (descendants of the Edain) used Quenya for their royal titles.
an example: Elros, brother of Elrond became Tar-Minyatur. Aragorn had his Quenyan name too: Elessar, which means Elfstone.

Mithrandir:
Currently we (meaning Wil and myself) are working on an FAQ thread that will explain some of the most common questions, and the difference between Quenya and Sindarin will be listed.
I'm hoping to try and have the FAQ thread started sometime this week/weekend (next week if we're too busy), so when it's up be sure to read it! There will be lots of valuable information in there that I'm sure will be of help to you.
